O.K. I'm normally on weeknights 9:30pm till 12am CST and on weekends it's whenever and I always have a tourny jumping off Saturday Afternoons around 5pm CST.
Who's on tonight? - Spooty you gonna be on?
I log on about 10pm PST most weeknights, but I hardly see anyone on, so it usually isn't for very long.

I'm normally on Sunday, Monday, Wednesday, and Thursday around 4-5 (Friday too) and 10-11 EST. Then randomly throughout the rest of the day. Oh, and I always sign into Live whenever I spend time in practice mode.
I'll be on later tonight. Maybe sooner if I can't find a way to be less bored.

Its sad that this game is dying so fast.

#1 Reason it's dying.......No New Blood.
Who's on THE most? (or most often) - dudes that are GOOD at KOF and have BEEN playing it for years now either them or dudes that use Duo-Lon and K' mixers.
First time KOF Players, Dudes that rented it, etc. who do they run into first? - The dudes I listed above once they get they asses handed to them do they play it much after that?
It's the same reason fighters as a whole are now dying out nowadays in the US.

This is key. I've played fighting games for a while now, on both sides of the planet, and it can be very frustrating to lose...and lose...and lose. The learning curve on fighting games is so steep anymore that it's virtually impossible to climb it; you almost have to have been playing since the early '90s to be any good.
Anyway, I normally come on to search out some new frustration late--midnight or later EST. I'm also on earlier on an irregular basis, depending on school and the like.
EDIT: I should also say that, while I see the same faces a lot, I never have to wait long for a match. I don't think the game is dying, really. It's just settling out, with the initial boom of interest dying down and the hardcore remaining.
People quit because of cheap people who only have gamefaqs, it gets to the point when it is like "Wow, you can only use these characters, only do their replay button combos, and you turle all day long, wow I really want to play you again and again >.>" Yeah getting boring, I only like playing a few set of people now because of that.

I host just about every morning between 5AM to 11AM PST. Sucks most people are at work/school while I'm on so I don't see much variety of people. Oh the other hand I get a lot of Japanese players (and the connections are surprisingly good).

Ditto. Japanese players have been my only source for matches recently. A few of them have had better connections than some folks in the USA somehow :wtf:

CvS2 and 3S have an alright-sized built in playerbase on XBL, but with the SNK games..it seems as soon as a new one comes out, everyone shifts to the newest one.
I noticed quite a few of the SvC players goto Maximum Impact, then Maximum Impact shift to 2k2/2k3. With SSV, KOF94 Rebout and eventually KOF Neowave down the line, this place will probably be a ghost town by November (if not sooner).

I honestly kinda don't see '03 dead till Neowave let's look at it like this.......
SamShoV = Diffrent Game, NOT KOF.
'94 Rebout = It's '94 - 1994 with better graphics, wow - bet you're still stuck without a Team Edit.
NeoWave = Newest KOF, More fighters, Everyone LOVES Dream Matches.

I'd guess it's because the typical American household has at least one virus/spyware infected computer which is also constantly leeching music/movies/porn.
