From what I read, that isn't even the first episode, it is merely a preview of it. And yes, now there is a sub for it, but I don't have it but some checking at mininova.org or other BT sites would probably find you it.

They plan to have a reasonable amount of characters from kof, in this anime. There would be no way to possibly introduce them all into any sort of story if every episode were 7 minutes...
