--- Better in this case meaning design, motives,origins, influence on hero's life, creativity in their schemes, NOT physical hand to hand fights.
Overall, from the jokers and gblins to the maxie zeuses, spot, gibbons.
If u were to take both groups as a collective whole...

This is SRK so expect Batman to run away with this poll. Batman is badass, but I voted spidey. Batman also only really has Joker. Everyone else is cool, but Spiderman has a wider range of villans even his own fuckin boss.

It's really not even close. The best villain for Spidey is what...Venom? and Carnage I guess...and he's really kind of the same thing re-done with 30% more craziness factor.

-Ras Al Ghul
-Mr. Freeze
-Riddler
-HOT ass Poison Ivy.
The only one off the top of my head that I can think that sucks is Penguin, and even he was made somewhat interesting after being Tim Burton-ized in Batman Returns back in 92.
shit, even Bane is overall more interesting/awesome than some of the lame ass chumps that Spidey has to put up with. Batman villains have consistently had better designs over the years, and they've been much more interesting...it's probably the best rogues gallery in comic/cartoon history. One particularly interesting factor is how most of the Batman villains happen to represent a piece of Batman's own screwed up/neurotic mind and persona.

Seriously though both of them have pretty good foes, but yea batman has alot of iconic villains. Joker alone pretty much solidifies his rogue gallery as top tier. Spidey has Doctor Octopus, Venom, The Scorpion, Green Goblin and a few more gems (I'm partial to Shocker), but the majority of Batman villains are just iconic in their own right. Even the minor batman villains like calender man and cat man (who later became a green arrow villain and then a real unique and interesting anti hero in villains united) have seen some pretty good showings in comparison to some minor spidey villains like walrus man and the spot.
I think a more interesting poll would be Batman's Rogue Gallery vs. The X-men's Rogue Gallery. Magneto, Juggernaut, Sabretooth, White Queen, and many others would definantly give Batman's rogues a run for their money for the title of best gallery in town.

Seeing as how today's Marvel practically shitted on Venom...........Batman Gallery.
Hell.......Joker > Spaiderman's Rouge Gallery.
Batman rogues gallery ftw. They have more character to them and have a real purpose for what they do and why they do it. Spidey's villians just get some money and get a cool suit and destroy shit. They are either out for revenge against Spidey for spoiling a bank robbery or they just want to make a name for themselves.
Batman's villians are more complex hands down. I too, prefer the Flash's rogues gallery. Geoff Johns made the Flash's rogues gallery into some serious shit.

Let's compare them, since we're comparing.
Spidey's top 12 : Green Goblin, Hobgoblin, Kraven the Hunter, Dr. Octopus, The Lizard, Rhino, Vulture, Shocker, Mysterio, Venom, Carnage, and at times, Sandman.
Batman's top 12: Joker, Riddler, Penguin, Two-Face, Killer Croc, Bane, Mad Hatter, Scarface, Clayface, Mr. Freeze, Poison Ivy, Rhas Al Ghul.
Originality and character design:
Spidey basically has 4 lame characters named and modeled after animals, 1 (homo) character that HUNTS animals, 2 goblins, a dude with a fishbowl on his head (and probably talks in a REALLY fake-and-forced sounding "mysterious" voice.) and 4 cool villains in Venom, Carnage, Shocker and Sandman. Venom and Carnage, while both insanely cool, are pretty much the same enemy, only one's crazier than the other.
Batman, on the other hand has a plethora of surprisingly DEEP characters with well rounded backstories. Hell, each of his villains could get their own comic.
EDGE: Batman.
Deadliness:
Spiderman's rogue gallery boasts some incredibly powerful characters. Venom alone might be able to kill every member of Batman's rogue gallery.
Batman's characters, while not the most powerful fighters, (the strongest physical fighters being Bane, Killer Croc and Clayface.) all have their own insane type of intelligence. However, they can't really match the raw power of Spiderman's rogues.
Edge: Spiderman.
Chemistry:
Spiderman's fights with MOST of his rogue gallery are for the most part, boring and cliche. In fact, almost ALL his fights with over HALF of his rogue gallery are yawn-worthy, if not for the jokes Spidey always cracks while fighting. But you can read Spidey cracking jokes when he fights a house plant. His rogue gallery, for the most part is uninspired. Vulture, Rhino, Shocker, Mysterio are all such boring characters with little to NO development. Kraven is definately gay and doesn't know it, so his battles with him are a bit more entertaining. The few rogues that actually have some CHARACTER are much more fun to read, these characters being Sandman, The Lizard, and Green Goblin. His battles with Venom are definately classic, however.
Batman, on the other hand is blessed with a main villain that is essentially his polar opposite and equal. Nothing in comics, and not much else in any OTHER form of media can match the neurotic, psychotic chemistry that exists between Batman and the Joker. The Joker wants to kill Batman, but he would actually be sad if Batman died. The Batman, as much as he hates to admit it, needs the Joker to justify his own existence from time to time. Their relationship is almost parasitic ie, they feed off each other. But this kind of chemistry is not spent only on Batman and Joker, oh no, our Caped Crusader has had incredible battles of a different sort with the likes of Rhas Al Ghul, the Riddler, Two-Face, Clayface, etc. etc. The fact that Batman writers actually take the time to INTRODUCE you to a villain, and to make them almost HUMAN (with the exception of the Joker) creates a MUCH more complex array of emotions during a battle. There are quite a few times where you wish Batman could just leave them alone. Particularly in a few storylines involving Clayface, Mr. Freeze or Killer Croc.
Edge: Batman
So while Batman's rogue gallery might lose in an all out fight with Spidey's merry band of misfits, I'd say Batman's rogues win this battle of galleries.

I would say they are equal but I still voted Spidey because I already knew Batman would get all the love. Both are cool though.

I knew Bats would own this poll and it isn't hard to see why. His baddies are ridiculously complex with sweet backstories.
That being said, Spidey is my fav hero and though I agree he's got some pretty lame foes, he's also got some of the best out there. I mean, come on, the Green Goblin banged his girl, Gwen Stacy and he didn't find out about it long after she was dead. Norman hit it and then he killed it. Talk about getting owned.

Flash's Gallery clicks with my sense of humor the most.....it's like they are just normal joes like you or I with everyday problems. You should have read the Flash issue in which the Rogue's Gallery was having a reunion/get together (they even rented out a hotel) and the Flash himself showed up with his then girlfriend. They had to band together to fight some enemy.
It's the closest a comic book could get to the Batman: TAS "Almost Got Em" episode.

Altho if batman had the powers of spiderman it would be a tie. The thing that makes batman character more inresting villains is that batman has to go threw all kinda crap to beat em.
Where as spiderman only real rival is like doc oct and the goblins and venom. All the rest he just jump arounds out smarts and ties up in web.
Green Goblin Hobgoblin, Kraven the Hunter, Dr. Octopus, The Lizard, Rhino, Vulture, Shocker, Mysterio, Venom, Carnage, and at times, Sandman. Are all deep beside like rhino Vulture and Shocker. The rest are on par with the batman villians as far as characters. Its just the spiderman books are about spiderman. No one else....therefore the villains all catch a backseat to spiderman. And the few who don't aka venom, the goblins and the lizard all are really god villians. Basically spiderman out shines his villians to the point where they just seem lame.

Like I said, in the TAS, all the villians were indeed the shit. But counting what I have seen outside of the animated series a lot of them haven't been impressive. Two Face I forgot about but I will get to him later.
Everytime I have seen Mr. Freeze outside of the original animated series, he was at all impressive. Hell, Captain Cold is way more deeper Mr. Freeze from what I have read of The Flash books.
The Riddler and the Penguin to me aren't all that more deep or impressive than Spider-man's rogues. Two-Face = The Lizard, Riddler = Mysterio and the Penguin = Hammerhead or whatever gangster lead is available.
Me my favorite Spidey villian is the Sin-Eater just cause it was a good grounded story for a comic.

Spider-man has better villians..period! Rddler,Mad-Hatter,Man-Bat,Penguin,Two Face are worthless villians. The Joker is pretty good and Poison Ivy is one out of the bunch who actully has powers.Clayface and Mr.Freeze are pretty good two bu they have serious emotional problems. Speaking of Clayface, it's fucked up how they made him into that black dude in THE BATMAN. The black dude always gotta be the deformed mafukka.Spider-man Villians have better powers and just seem to have more of a purpose for hating Spidey.
