Geese Howard: Top Tier or Non-Top Tier?

Just like what the title of the thread states. In your response, state your reasons why he is or isn't top tier. I have friends of mine that swear Geese is top tier, but I don't think so. Anyways, please give me some feedback on the topic.

I believe that, in particular, K-Geese is upper-mid tier, just below characters that are insane by themselves (Sagat, Blanka), or that have extremely abusable RCs/CCs (M.Bison, Sakura, Vega). He has very high endurance, deals a lot of damage, specially when raged, can dizzy quickly and effectively, has GREAT Guard Crush strings, and (personal opinion) I really like his Joudan Atemi Nage, being able to counter any non-projectile non-throw special/super. Oh, and in K, the supers deal INSANE damage. But all the time I have playing with Geese, I must mention a big slop if you have difficulties with controls: You MUST be able to perform the Raging Storm successfully and whenever you want. If you don't you won't get far with him, but if you do, you'll see how far can you get, specially because of 2 reasons:

1.- Most people expect only Deadly Raves in K, as they deem RS too difficult to perform and thus, impractical.
2.- It deals insane damage, and it's INSANE++ most of the time, as you use it as an anti-air (wakeup reversal RS FTMFW), and it will hit as counter hit.

Those are basically the reasons of why I find Geese the best not-unbalanced character in the game.

K-Geese I don't even play anymore.
Rages and GC meter....kk next
Can't tech roll off of kick throw push for more of a mix up.

Hard time against fast characters, but can dizzy them if you can trade hits.

hes high tier because he has bad ground game + loses to all the top tiers.
