both parties have to add thier number... once the system updates(seems to be different times of the day) it will become active and then you can message each other.

Shiro here are the steps.

1 Go to Wii Menu
2 Click the Wii Message Board icon on the bottom right side.
3 Click create message
4 Select the envelope
5 Your friend code should pop up and move real fast taking you to the address page. Click the arrow on the left side as if you wanted to go to the previous page.

Your Adress Book should appear and show your consoles wii number.
