Everything in this game is about the animation timing. Do not hit punch till the dash if done. Kind of think of this like a very fast chess game. You can do something till it's your turn.
So example, you dash. Your opponent lets say is getting up from being knocked down, well his animation is going. You right in front of him with a dash. Well he now has a second in invulnerability in the getting up animation. So EVEN if you hit punch after the dash you may not hit him. You have to wait till YOUR dash animation is done and HIS recovery animation is done. There is always room to get them during the animation but for now, take the game slow. Every animation has a give and take. So practice...dash, then punch. Then when you recover from a knock down, watch what the person or CPU does. They usually wait. The game right now to you is going very very quick. YOu might approach this like say, a marvel v. capcom. Do not do that.
This version of SF is very set and strategy based. Do not rush to become "good" especially since Live is all you have. Just remember to watch the videos, and don't worry about combos and such yet. Learn the basics. Learn about recover, animation frames and common errors.
If you got that down, then learn how to defend first. A lot of people go crazy with the offense. Though if you know how to protect yourself, how to see a setup of a move and most importantly see ways to counter attack, then when you learn the combos and such it'll come to you much quicker AND you'll be deadlier.
Just remember, ANYONE can learn how to DO the combos, the good players know WHEN to do them and IF to do them at all.

Opponent needs to be at full stun or else the jabs won't juggle.
Try this in training mode with auto-stun enabled.

Bingo. Basically the combo that stuns the opponent must also set them up for the juggles.
Try training mode like Xen said: use Ryu's EX Joudan to set up then you can get 5 jabs in afterwards.
Hours of fun I tell you! (either that or you'll go insane and insist it can only be done on a p.pad)

Just been messing about with this myself and managed to recreate the 'Active super freeze' bug
EX Joudan, when they bounce back (just as they touch you) EX Hadoken xx SA1. Cool.
Anyway, getting more than a few jabs with this is really hard :(

You can't punch while you're dashing, if that's what you mean. The dash has to finish then you can do whatever command you want.

It comes out in the exact same speed as it would if you just pressed the button. The difference being that you've dashed forward a bit... and probably left yourself open to a free hit.
