My friend was given a bunch of random crap from an arcade owner, including a SFIII: 3S PCB kit. I haven't seen it myself, but he was describing it over the phone. He was telling me that weird crap just comes on the screen, and is really just unplayable. I didn't ask him for details. The game may be working perfectly fine as far as operations go, but the images displayed is just garbage. Or, it could be that the game is just flat out fried. I don't know. It was given to him with the owner telling him it was a "non-working" game basically.

Is there anything my friend can do. Is there somewhere it can be shipped to for evaluation/diagnostics and repair? Suggestions?

If it displays but is distorted , the contacts may just be dirty. Check the cart and the receiving slots and use some compressed air to clean it out.

If nothing displays it likely suicided.

There are lots of problems that can arise on PCB's, most of them can be fixed with soldering expertise and replacement small parts.

If you can take pictures of it as examples, the guys at arcadecontrols.com forums are beasts and can most likely solve your problem.

you can also try reflashing the ROMs. i heard that fixes most graphics garbage problems.
