Quick, random question about T Hawk and Zangief's stage (Evo rules)

I was lookin at evo rules, and it says that if you want to repick a stage if T Hawk's or Zangief's stages come up, you may.

Why?

It's because apparently there are sometimes issues with slowdown and sound on those stages. I guess this means that they're using CCC2?
