According to the EVO rules, players can reselect the stage if it's Zangief's or T Hawks stage. Why's that? I could understand Vega's stage (which affects his moves, at least in SFII) but why these two? Are the backgrounds too distracting? Just curious.
Slow down on the stages in between rounds. I forget what else is there that affects the gameplay.

Just select balrogs stage once and then its default whenever you press start. Vegas ftw baby.

It's like when you eat a fireball in mid-air. (Although that may be intentional, like "Slow the game down so this fool can see where he fucked up, cuz projectiles aren't anti-air, but he fucked so badly that they are in his case") I don't see how slowdown between rounds is a prob. It's not like you can fight between rounds or some shit.

Vega/Claw's stage doesn't affect his moves in Super Turbo I think. That's only in the earlier incarnations of SF2 (where he climbs on the fence instead of doing the regular walldive).

I remember how ALL the gaming magazines back in the day hyped the fact that you could climb the fence using Vega in his stage, saying shit like "Better not challenge Vega in his stage, he's dangerous, HE CAN CLIMB THE FENCE!", which actually worked AGAINST Vega since it was probably the most telegraphed move in the whole game. The opponent could actually just stand there and wait for Vega to dive -> counter his ass.
