In the situation you was in...i would say "yes" that she was most likely interested in you. Ok, since I've had quite a bit of experience with breaking girls in sexually (including the current wife) I'll try to offer some tips/pointers to help other guys with this problem.

For me, I live in Japan and Japanese sex can be pretty rigid - one person moves and the other person doesn't, usually with the female playing the role of the latter. One of the biggest problems with this is that in getting her to change you're trying to get her to go against everything she's known for...well...all of her life. So realize that this is something that may not happen overnight. And while it can be somewhat commonly found in girls of Asian descent, I've heard of quite a fair share of western cold fish as well, so the problem is in no way cultural, but global.

Attack Phase 1: Psychological

The first thing you're gonna have to do is work on changing her mindset. She's not going to be able to rock your world unless she absolutely wants to, and as of right now, she doesn't. Somewhere along the way she's been trained to think that all she needs to do to satisfy you is open her legs. You're gonna have to change that.

First, try watching some porn together. Actually, it doesn't even have to be porn, it could be softcore or even just a romantic movie with a steamy sex scene in it. But make sure that whatever it is, the female is ACTIVE. I think hardcore porn is best because it sets the bar really high. Show her sexual activity where the both the male and female are active participants and really enjoying it. She may say something about the level of activity (my wife said "this is more like sports than sex...") to which you can respond positively to it. Be careful not to be demanding or beat it into her - saying stuff like "why don't you do that? You should do this more" will only make her defensive and angry. Say things like "that looks like a lot of fun" and "I'd like to try doing that with you someday".

Sometimes, women think of sex as a troublesome activity. Before they get into it, they just think its going to be tiring and messy. If she's thinking like this, she's probably not going to want to do anything other that just consent to it. You will need to make her more receptive to the idea of enjoying sex in general - when you do have sex, make sure that she's comfortable, and don't make too many demands.
