No it doesn't, unless you have some extenuating circumstances. Refunds from previous years are money that has already been taxed and they can't tax you twice on the same income.

You should try to efile as much as possible. It gives a lower chance of an audit.

Im not getting taxed twice, they just decided to implement a loop hole this year on certain tax return amounts. If you return was of a significant amount they want you to claim it as income so they fuck u again this year.
