Input Lag testing software?

Is there such a thing for the pc to measure the input lag for different converters? Might be useful to know the exact lag of various converters.

I think people will always prefer no lag to a little less lag, in which case there are converters out there that are well known. There isn't a program to measure it but you could just go to Game Controllers in windows and see for yourself.
