How do you rip sprites?

I noticed a lot of websites out there that take sprites from existing video games. Like fightersgenration.com. Also, like the on going series of MK vs SF.

How are these guys getting the sprites uploaded onto their computer in the first place?

I've seen places where you can find packets of all the animations for specific characters but how did they go about getting it all to begin with?

Any help is much appreciated.

you need the raw files (basically cut and paste from cart(rom)/cd/gd/dvd rom) and then a tool to decode the raw files. Some of these I'm certain are publicly available online though I wouldn't know much beyond that.
