Any way to challenge your friends that I'm not seeing?

Sorry of this is kind of a nooby question, but sometimes I find people online who are on the East coast and it seems like our matches are near-lagless, and then sometimes I find people who lag so much I can't even move right. Is there any way I could just add a bunch of east coasters to my friends list and always fight them?

I'm not looking at my ingame friendslist right now, so I could be wrong on this method:

Press start, go to "Players", select the person and hit A, then hit Add to Friends. I think that might work. If not, you can always go to xbox.com and login, then add peoples gamertag on the site.

Yeah I know how to add friends, but what I mean is, if me and my friend are on is there any way I can directly fight him instead of going into random search?

Host a game, and set one of the parameters to "Friends Only" instead of "Everyone" or whatever, and then press start, go to your friends list, select your friend's name, hit A, then click Invite, and hit B if you don't want to send a voice message with it.
