I got about $5500 dollars for a 1 month vacation. Places I have in mind are Europe, Japan, SE Asia, and India.
As a visible minority, will I be safe in Europe? Anyone know any good tour packages?

if you go to japan look up those packages made for anime nerds...they usually have good deals. i remember hearing of one package where you get to tour an anime company's office.

Europe is relatively safe as long as your careful where you are at night. Generally, sticking around public places is perfectly safe. I personally would avoid tour packages if possible. Taking my experience of going to London and Paris a few years ago, my brother and i saw tons upon tons of tour groups around town frequently. The thing about most tours is that your really restricted in what you can do. It's a lot funner to go with a friend and explore on your own. My brother and i went for a week, and it costed us about $1500-$1800 total. We managed to find an apartment to rent and stay for a week, there's a lot of deals like that out there and they're really great. I believe we got the room for a whole week for under $500, which is REALLY good imo. What's great about the place we rented was that it was close to bakeries and fresh markets, so spending for food was cheap as well. There's also great packages for touring the region, museum galleries have this great $50 or so card that grants you access to any museum or etc in the region for a whole week or something, really fantastic. It seems like i'm really endorsing Paris here, but all this applies to most major European cities also, depending on where you stay. For $5500, you could easily backpack around a few countries in Europe and stay very comfortably.
It's always good to find a theme for your trip, my brother and i decided to follow all the points in the Da Vinci Code, which was really huge at the time, so much of our travels were to places in the novel. You should check out things like festivals and etc., those are the best times to travel because you can experience so much of the culture.
I don't know if any of that helps, but good luck on planning your trip.

What about Puerto Rico?
What would a 1 month vacation in Puerto Rico cost?

I went to China a few years ago and had a blast. I will say though that the language barrier can be a bit rough if you don't speak the native language. I'm Chinese but practically a white boy and I was glad to be with a friend that knew how to speak Chinese.

Philippines, I stayed at a hotel with AC, cable, 24 hour room service, a bar, a weight room, pool, etc. for $22 a day. Beers are about $1 depending on where you go, and there was close to no language barrier in the cities I went to. Also one day we rented out this place that had 2 pools, 2 giant grills, and our own bathrooms. We loaded up on beer, food, whatever and had about 20 people over for the day. Renting the place, the food, beer, everything for all those people for the entire day cost me about $60.
