How about this: A boss named "Shin-RyuKen". Ryu and Ken merged themselves to form a single entity by the means of a rapid fusion meditation. The moves of Ryu and Ken are combined into one.

Have Bison be the boss, and Akuma be a secret boss.

Also, make Akuma god-like for once and don't make him a playable character, that just makes him look weak.

Can also have "Gillex" as the mini-boss before Bison. Also 1/4 through the game have a fight with Balrog and half way through the game fight with Vega. Bring back Vega's music from Street Fighter 2. Also, 3/4 of the way through the game a fight with Sagat. Make the game longer, more fights is better.

If it's gonna be a character we know, then I hope it is either Urien (after he took over the Illuminati and eliminated Gill), Bison possessed Rose/Cammy (though I prefer if he/she were just a normal character) or Akuma.

Well, if you know the full story, his soul had taken over Rose while Shadowloo made him a second body. The second time though, Akuma kicked his ass with the SGS and sent his soul to hell.
