also, i think the jetpacks should have fuel so that you cant used the jetpack all day. more tactical ish would blow me off me socks@!!

No, I don't like homogenizing the characters.

Maybe if you only gave the light characters jetpacks, like Vega or Chun. Or hell, maybe you could give it to Zangief to balance out his slowness. That would work well!
