Mysterious Felicia figure?

This is a figure of Felicia I saw on eBay several years ago. The bidding was over $100 - way out of my league - but I saved the image anyway. Since then, I haven't seen head nor tail of this figure. It's not listed on any website and I can't find a shred of information about it. I know this is a long shot, but does it look familiar to you? It doesn't strike me as a custom.
