According to the SF4 location tests Sagat and Boxer are in. Still not confirmed but more than one person was saying it.

Of course she would be in her school uniform that is her trademark. Just like Iori, Ryu, Guile, Joe and Chun Li all haven't dropped their standard outfits or revert back to them. Besides if she does appear in SF4 it will probably be handled like when Yun appeared in the GBA SSF2T port and countless other games where a secret character or random one just has no story. Or a lame time travel one.
