Because Playstation has 8 buttons. No SF has ever had 8 functional buttons. The 2 extra buttons on the AE stick could be mapped to 3p, 3k.

Well some of the cabinets in the early pictures of the game had 7 buttons. There's probably a secret assist button that we don't know of. Later in the development everyone might have an Aegis as an assist.
