i was talking to art about this and he said that he is pretty godlike, then after watching justin-kindebu i decided that art was right, and that he is top-tier/the best.
can anyone second this?, cause iwas to busy playing xvsf to play sf4

Someone was using Rufus today at Super Arcade in Walnut, CA, and he seemed to be very good/effective. I havn't been following up with the game in terms of Japans Tier rankings, but my early opinion would be that he is up there. I am sure all this will change once the game is widely released on console and people experiment.

This actually was covered already and is in the last few loke threads as well as the Rufus thread. Right now Rufus has the tools to be really annoying and it looks like it was all because niggas slept on him in the older lokes because he "looked retarded".
I hope you guys are happy now, fat people are running the top tier in our newest FGs(except VF5R).

rufus is really good. i dont think hes best tho. right now, in a vague list. blanka, bison, gief, rufus, ryu, sagat, and abel are hovering around the top spots. IMO
the fact that rufus and abel can easily combo an ultra without focus, helps them a lot, i think

My first impression of Rufus was really horrible. But as more as I saw vids I came to like him more and more. The proof is in my avatar.

Has anyone tried Dhalsim yet or seen someone do good with him?
I play Dhalsim, but I'm generally pretty bad. My Dhalsim is horrible. I haven't found any good combos with him, so I have no way to deal big damage to punish mistakes.
I've been hoping to run across some other Dhalsim players in Tokyo, but I haven't seen any at the places that I generally can play.
In general, Dhalsim is way down on the list, I think he and El Fuerte hang out after work and go drinking together.

from experience... i was using bison and got scraped by some japanese dude's rufus in well....japan. granted i didn't know what to expect.. but i still knew what i was doing to a degree. a lot.... let me restate that... A LOT of his stuff seems pretty safe. stupid easy bnb.... random ass crazy hand juggle hit.... by the way what is up with the damage on that juggle. stupid ex spinning ball vacuum for chip.
from what i've seen though... i think bison won't be top tier.. but he's definitely way up there... sagat felt funny to me... didn't get enough time to play around with him. ryu's definitely good... i have a garbage ryu and i was still able to do ok. stuck with bison though... definitely mad beasty.

rufus is pretty noob-friendly, but i don't think he has the potential that a good sagat player has.
that's why i've been playing rufus pretty much non-stop since day 2.

Chun's s.hk range is just about as good as (possibly better than) Sagat's s.hk. That means Sagat's no longer far and away the top of the pack for reach anymore.. probably because of the change from 2D to 3D, and 2D distorting the length of his limbs. For that main reason, the ranges for returning characters' normals just need getting used to.. throw out whatever you know about, say, the Alpha and III games.
when i watched choi's gat fight wongs abel, choi just did the basic st shit, which was good, and then combined it with EX fireballs, problem was that choi was mad drunk at time and wasn't really interested in doing anything about command grabs and rolls, so abel won the fight. but from choi's demonstration i was able to see the AA game at was good, s.rh is godlike and so is ex dp. ex tiger crush goes over fireballs to, the normals didn't seem bad to me, but they didn't look great. i dunno, that's all i recall.
kindebu's rufus did a lot of ex spinning and it was completely safe..i think i may have seen him do an ultra after it but i'm really not sure...the guys walking speed and jumps are just nuts, plus alkl his shit is safe and good. i didn't see kindebu having to give anything away, the zoning was to powerful

rufus has magneto triangle jumps aka dive kick two inches off the ground and you can't pushblock or call an assist.
the dive kicks aren't high priority though... their priority is actually garbage. bison cr. jabs beat them... just mash them out...he'll get caught eventually if he's spamming dive kicks. i don't know if this will always work though depending on angle of the dive kick or the distance that it was executed from.

i noticed this too, but i thought it was just the average level of comp i was playing.

claw vega? trick him into thinking youre on a poke fest then jump in on him. once blanka starts to cross him up and pull tricks, he dont know what to do. i dont know if he can punish a blocked ball, never used vega against blanka but i doubt it.

i was watching JWong play vega, and he literally didn't leave down/back. so flip kicks were administered whenever someone took to the air. Thinking about it i didn't know how i would approach the situation but i guess max range slide, command leap and lp ball to his feet would be ways in, but yeah he looked pretty solid vs non fireball characters.

I've been playing Rufus as my main in SF IV. He's strong, but IMO he will end up just outside of the top tier.
He's a very fun character to play and very easy to use. A semi-experienced SF veteran could probably learn Rufus in a single day. Thus far, I feel he offers the best rushdown opportunites of any character in IV, so if you like to attack and setup 50/50's and cross-up opportunities, he is a great character to use.
However, he is more than stoppable. The Dive Kick's can be shut down easily once you know the best move to use. Even El-Fuerte has an answer with his Guacamole Kick! His far-reaching crouching fierce offers the opponent the opportunity to Focus Attack from a safe distance and enables them to punish you for sticking this move out too often.
Rufus' strength lies from being able to captialise from a single knock-down and the ability to build and maintain momentum. As is common knowledge, his Dive Kick combos are safe on block and he can connect an Ultra in several ways. He also excels at keeping an opponent locked in a corner.
Characters like Sagat, Guile, Ryu and Blanka can all keep Rufus at bay and build their own offensive on him without offering him too many options of escape, bar Ultra or EX Messiah Kick.
I think you'll find that initally players struggle to deal with "Ruthless" Rufus because they are not used to his setups and patterns. But once you understand how fight him, it's a far fairer fight.
As for Blanka, don't sleep on him! He has an all round solid game. EX Roll goes through projectiles, even EX moves. This alone means that it is hard to pressurise Blanka as effectively as in previous iterations of SF. Combined with this, his Ultra can chip for an absolute TON of damage and he has good pokes across many ranges. His Focus Attack has big range and his Down-Forward Fierce is really good in this game too.

he doesn't have one. he has the offensive crouch mk, which is an attack, and doesn't go through anything.

I'm certain he has one, I saw players were doing the dodge roll at EVO like crazy to go through fireballs and attacks.
