This is for all non-Japanese speaking players in Japan to be able to connect to and use the SFIV mobile site. Please pass this guide along to anyone who needs it.
Step 1 - Registering Your Account
You'll need to point your cell phone's browser to the SFIV website. You can either -
1. Input "sf4.jp" into your cell's browser directly, or
2. Use your barcode scanner. Barcodes can be found on the official SFIV website, the network cards themselves, the cabs themselves, etc.
Note that you can only access the site from a CELL PHONE - computer access is not possible. SFIV's official site also warns that you will be unable to access the mobile site from a WILLCOM cell phone, as well as Softbank's iPhone.
When you access the site, you'll see an image like the one on the left here (http://i4.photobucket.com/albums/y105/LordAzrael/Az/mobile_14.gif). Look for 会員登録 - this means "Member Registration". Click on the link, and you'll be taken to a page that looks like the image on the right, here. (http://i4.photobucket.com/albums/y105/LordAzrael/Az/mobile_14.gif)
This page just explains a bunch of basic stuff about registration. At the bottom is an area for inputting your player name. You can use full width hiragana, katakana, kanji, or roman letters, up to 10 characters. Note that by default, when you select English input on a cell phone it usually gives you half-width (which is what we normally use), so you might have to change it to full width.
What's the difference, you ask?
This is half-width text.

After you input your player name, click on 登録する to register your account. If you make any mistakes in inputting your name - you've chosen a name someone else already has, you used too many characters, or you used half-width characters, the site will prompt you to do it again.
Note that once you register your player name, IT CANNOT BE CHANGED. So, I hope you pick a name you'll be comfortable with for your entire SFIV arcade career...
Step 2 - Registering Your Character(s)
Once you have an account and player name, you can start registering characters to your account. You'll need to buy a SFIV IC card (of course) and use it at least once in a SFIV arcade cab.
Start a game, and at the character select screen, put your card into the machine. The screen will prompt you with Japanese text asking if you want to activate this card. I think the options are displayed in English, so just choose YES.
Now, go ahead and pick your character. After choosing, the game will give you another prompt in Japanese - this one is asks you if this character is okay, and warns you that this character will be committed to this card. Go ahead and choose YES. You'll then get the Vs screen, with your name displayed as NO NAME.
After you've played and gotten your card back, access the mobile site. Now that you have an account, the first page you see should look something like this. (http://i4.photobucket.com/albums/y105/LordAzrael/Az/mobile_10.gif)
Look for the link that says マイプロフ - This will take you to "My Profile". Your player name will be displayed under this. You can also access this by pressing "1" on your keypad.
On the page that comes up, near the top there will be a blue star and the text 所有カード情報. This is where you will find your character data, but as of now you have none. Under that and to the right, click on the link that reads 新規登録 - this is for registering new character data.
The next screen that comes up will have 4 input blocks. On the back and bottom of the IC card, there's a string of numbers. 4 numbers in 4 sets. Enter these numbers into the input blocks on the mobile page.
At the bottom of this page, there will be a selection input block, which asks you to confirm which character you used for this card. The character names are all written in katakana/kanji.

ケン - Ken
春麗 - Chun-Li
ガイル - Guile
E .本田 - E.Honda
ブランカ - Blanka
ザンギエフ - Zangief
ダルシム - Dhalsim
M. バイソン - M.Bison (Boxer...US Balrog)

After you select the character that was picked with this card, click on 登録する and now your character and player profile will be linked!
NOTE - you can register more than one character to your player profile. To register another character, just repeat Step 2 from the beginning. You can only have one character per card, and you can only register each character once. In other words, you can't have the data for Ryu AND Ken on one card, nor can you can 2 Ryu's under your player account. So as of right now, you can register up to 16 different characters to your player profile (one for each). Note that character selection input block will not even display the name of a character you've already registered.
Step 3 - Managing Your Stats
Now that you've got your character and player profile linked up, its time to start customizing your character and profile!
Access your My Profile. Again, near the top there will be a blue star and the text 所有カード情報. Now that you have a character registered, the character's name should appear there as a link. Click on it. From the top...
>> SERIAL No.
Your card's serial number. Straightforward, huh?
>>バトルポイント
Your accumulated battle points.
クラス
Displays your class. Your class will change as you accumulate/lose BP.
称号
Title. Titles can be bought from the store or won through event mode. The title is displayed at the top of the Vs screen. The titles you can buy will change depending on your number of wins/class.
ランク
Ranking. This displays your ranking (for this character) for the entire country.
戦績
Battle Record. Displays your total battles, battle points, wins, and win percentage. You can modify your settings to not show your wins or win percentage.
最近の対戦結果
Recent Battle Results. This will display your recent battles - win or loss, against what character where, and when. If your opponent also had an IC card it will display their player name as a link. Follow the link to take a look at their battle stats.
総合成績 - General Record
最大連勝 - Biggest Win Streak
パーフェクト勝利 - Number of Perfect Victories
通常KO - Regular KO's
スーパーコンボKO - KO by super
ウルトラコンボKO - KO by ultra
削りKO - KO by chip damage
ダブルKO - Double KO
タイムオーバー勝利 - Time Over victory
自己PR
Will be displayed at the top of the screen under the title (if you have one). You have two lines to say...whatever you want. Limits are the same as for your character name - 10 characters of full width hiragana, katakana, kanji, or the alphabet.
衣装
Costume - you can select Original or Arrange. Arrange must be bought from the contents shop, and they are going for 25,000 zeni as of right now.
メインカラー
Main color - choose the color you want your character to do battle in. The first two are free, but the rest must be bought from the contents shop (bought using zeni, not actual money).
サブカラー
Sub color - just in case you fight against someone with the same character and color settings, the sub color is your second choice.
パーソナルアクション
Pick what your character will do for their taunt.
勝利セリフ
Pick your character's win quote. It should be noted that if you pick a win quote, your character will say this one win quote exclusively.
That's enough to get you all started I hope. I'll add more later about changing specific information and joining guilds.
