ok maybe this was already answered and i missed it but i was just thinking....we all know the issue with the network, japanese phones yadda yadda but isnt it still possible for players outside japan to get a card keep no name stats without access to the web features? just wondering....
yes, they can keep their stats even if they're from out of the country.

Honestly why doesn't Capcom just open its online card registration to the internet and not just phones? Then people everywhere the game is played could have the same options Japanese players have.
so some bored bu in alaska could hack the site with ease?

Or hire a decent network admin to make sure it doesn't get hacked?

answer to first one: why would capcom go through all that? the game will be on consoles worldwide in a couple months and you can pan and paper all your stats.
answer to second one: youre right but at least making it japan phones only makes it a bit less vulnerable and more controllable.

that wouldn't help anything... the cabinets themselves need to be hooked to an internet connection to communicate with the servers in Japan in order for data to be stored on the card.

More people in Japan use their phones to interact with the world instead of computers so it would make sense that Capcom market the statistic service for the cell phone in mind since this arcade version is meant for Japan only.

You cannot use the IC cards at all if your cabinet is not connected to the Japanese network (according to the NESys manual, you even need a specific Japanese ISP called Flet's). The cabinet will not even allow you to insert the card without that network connection, so you cannot even keep a card with win/loss stats and no name.
I have confirmed this, as the card readers work in Test mode but not during the actual game.
