he is like canceling everything. do you do this by dashing or hitting the next move before the ground? HELP ME

I think the only Cancels I see are:
s.LK xx HP Shouoken
c.HP xx EX Shunpukyaku
s.HP xx Hadouken
s.HP xx LK Shunpukyaku
s.LK xx EX Shunpykyaku

There is another Cancel thing going on though.
These ones use the EX Meter.

It is called an EX Focus, add in a Dash and you will get a Focus Attack Dash Cancel (FADC).

These EX Focus things require two EX Bars to do.
When you do an attack, and want to cancel it, you can EX Focus it.

You know you did it when you see two EX Bars go away, and your Character flashes yellow briefly.

In video, Dj-B13 did:
Shouoken (got blocked), FADC to cancel Shouoken, then Throw
Focus Attack, Dash, s.HP xx Hadoken, FADC to cancel Hadoken Recovery, then c.HP xx LK Shunpukyaku, s.LK xx EX Shunpukyaku, Ultra

If you do an FADC without an attack before it, then no EX Bars are used.
The Dash just cancels the Focus Attack.
