can blanka use shout to earth super combo to stop people that jump or will a light punch cancel the super.

He can, but it doesn't do full damage if you do it early. I'd rather do one of his other supers.

It depends on situation. P super has better horizontal range, K super is stronger and works against crossups. I'd go for P most of the time.
