It's supposed to be a bit slower, so you get all the hits in. Sakura's you can do fast (I still can't do it!!)

The timing for Sakura's combo is faster.

You can technically combo into CC from a short scissor kick, but since you can combo into forward scissors off of short, there's no use for it. You have to be almost point blank (maximum = jab -> short chain into short scissors), and you have to use s.strong after you activate, leaving little room for error. Forward scissors is much much easier.
