How do you do keep doing RC electricity?

Do you just keep doing the same command as to do an RC electricity on and on? Or is there a different way? Also, it is possible to RC electricity when not moving?

Yes, as far as I know, you keep doing the RC on and On, since it has certain invencibility properties.

You can do RC in neutral position (not moving the joystick). You just have to be fast..................I can't really RC Blanka's electricity that well, but I can Rc CHun's really well (which is the same concept).

ya u can do it with out moving just whif an attack first. I do it with a whiffed mp, or lk. Or maybe you could do without anything at all if your fast enough, i dunno, i just learned it as well.
