does svc:chaos give people loses for quiting out during matches?

Its the thing I hated the most about cvs2 on live.

If someone pulls out of the game in the middle of the match, you get and win and the other person gets a lose on their record.

While the person drops, his rank will also drop and his points too. All that happens when you lose a match.
