I was thinking awhile back ago about the next potential SF video game. I thought "hey wouldn't it be cool to do it GTA style?" Kinda like this:
It starts out that Gouken is recently dead and Ryu is on the hunt of his killer. You walk all around the city (japan at first then the second level is an unnamed city where the tournament is held) trying to find clues to the murder. Along the way you get into street fights with nameless guys and here and there a minor sf character (ie.- Karen, birde, Adon...). He runs across guile and Chun-li on the hunt for bison and decide to help them with their hunt (but while your on your own hunt) and find yourself coming against bisons team (vega, balrog, sagat). Eventually you find out it was Akuma and lose to him. Then you are told to find him at the next tournament. So you head to the tournament.
Along the way you could stop in to participate in illegal cage matches against people like Fei Long (like in the anime) and others like Dhalsim and Blanka. You could do side missions where your chun-li or guile and have to defeat the dolls to get information as to where Charlie is held but you have to fight Shadow at the end to free him.
You have free roam of the cities but when you get into fights you go traditional 2-d fighting. You can learn your new techniques as you go too. What do you think?
