What is the tier list for Second Impact?

I was just wondering what the Tier list was for 2nd Impact was? :karate:

all i know is that ibuki and sean were top tier in 2nd impact.

I figured as much, Ibuki is a mere runt of her former self in 3s. I know Ryu was much higher tier as well, Denji Hadoken had 2 stack bar.

Ibuki was evil in 2i. As were Akuma and the twins. Elena and Hugo were clearly bottom tier, and everyone else was floating somewhere inbetween.

ibuki, akuma, and sean were the undisputed kings of 2i. after that, it was pretty debatable. ryu was better since 2 denjins was pretty good. i think by todays standards, ken would be very high now. other than that, eh, its really hard to say after top 3, they were completely undisputed tho
