ive been online today and i can tell u that 2002 is laggariffic i havent tried 2003 online but i hope it aint the cuz man was it laggy

Ryudo: Your experiences match what I've tested, and several others have tested. 2002 is laggy. But there's some GOOD NEWS that ensures your $40 wasn't a waste.

...2003's netcode is very, very good. Sure, some games will lag; that's true in anything. But 2003 is perfectly playable online presuming both people have decent connections. I've seen some pretty fancy combos online several times.
