a bunch of characters that some people will want and be interested but possibly the majority don't much care.

the people most hurt by stuff like this are those who want to play somewhat seriously and need to have access to all content so nothing is a surprise.

Could be worse. Remember what Capcom did for Resident Evil 5? They actively campaigned and advertised versus mode on launch, then at the last second locked the content and charged $8 for it. This still sucks though, I was hoping they learned their lesson after the huge backlash that happened when Shuma and Jill were discovered playable on disc, but I guess not.

Not particularly surprised, as packing the videos into a patch/DLC download would lead to pretty huge file sizes (and IIRC, Sony/Microsoft charge the publisher for patches/DLC partially based on the size of the files).

Im already buying it used since the whole MvC3 fiasco and i dont plan to pay for any dlc, screw capcom and their business model.

If you can't even be assed to stay up to date, don't even bother holding a tournament in the first place, IMO.

I run Billy and EX Iori in KOFXIII and I've lost count of how many setups I've had to pick other characters in because they aren't up to date. It's insulting to me, especially when I'm paying $20 to get into the tournament.

You're forgetting that this isn't just DLC characters, it's an entirely new version of the game with new balance tweaks, essentially a "SFxT version 2013" or whatever you wanna call it. So I think TOs will have to update otherwise they can't even claim to be running the same game.

That's means people won't be getting the dlc characters for at least 9 months though, which would bring forth a massive shitstorm, specially considering they are mostly finished and on disc already.

I don't remember where exactly I heard it but they're releasing all the characters in one mega-pack rather than as individual smaller packs. In MVC3, TOs could get away with not updating their games because there were only two DLC characters that most people didn't even use. In this case there's a massive number of them so it makes sense that they'll release them all in a big title update rather than small packs.
