Hi, I just found out about this game recently and decided to do some translation work. I went ahead and translated all of the manuals, and created a flow chart for stances and a 10-hit combo with Luna Himeki.
Here's the stuff:

Concept:
In the PC fight game, Vanguard Princess...
Gorgeous battle unfolds for 14 female characters.
Target age group: All ages.
Number of players: 1~2 people.
Minimum System Requirements:
OS: MS - Windows 98/Me/2000/XP Japanese Edition (or Japanese Locale).
CPU : Pentium III 400MHz.
Memory: 128MB.
HDD: 400MB Free Space, DirectX 7 required.
Install:
In the extracted folder, "Vanguard Princess",
click the red icon to start.
Uninstall:
Simply delete the folder.
Operation:
8-direction joystick + 4-button system.
User first selects from 10 Player characters.
Then, select from one of 4 Support characters.
In reality, there's no 1 VS 1 fighting game, it's 2 VS 2 battles.
The art of certain kills means setting up combos with support characters.
Victory isn't until your opponent's strength is zero.
To learn more, please see "Operation.jpg" and "ScreenLayout.jpg" in the "Manual" folder.
Support Character Control Method:
Joystick Neutral + D Button: Weak Attack.
6 + D Button: Medium Attack.
3 + D Button: Strong Attack.
2 + D Button: Ultra Attack can be drawn out.
4 + D Button: Guard Player from projectiles and support character attacks.
The support guage at the bottom of the screen is consumed when the
support character rises to action.
When a support character's level is 0, she becomes useless.
While a support character is attacking, damage against the player counts as a counter,
and the support character will become responseless for a set time.
Practice Mode:
First, select any character in VS Mode.
(If you don't have a second controller, change the curson with the keyboard number pad, select with the J key.)
When the round has begun, press the keyboard P key.
Once done, 'PRACTICE" will appear at the top of the screen.
Press the keyboard E key to enter Practice Mode.
Press keyboard P Key once more to cancel.
Miscellaneous:
F4 Key: Fullscreen. Esc Key: Pause.
Configure controller buttons with Option→JoyStick at the top of the screen.
Warning:
Game settings are available through Option→Game at the top of the screen,
please do not alter GameSpeed or GameTimer.
It will inconveniently affect the game.

In the intensifying war, a passenger plane is mistakenly shot down.
One by one, casualties are confirmed, but...
One standing person, an uninjured little girl, comes out alive.
Before long, she was a lovely, fully-grown woman.
Although, with the passing of time, mysterious abilities began to awaken.
At first, she was moved to private research facilities.
These were halted by the eye of the Government, however.
Analysis was initiated for military purposes.
The power that but bent Cosmic Law, people call "Planar Manipulation Sorcery".
In combat, eyes opened to the soaring military prowess in wake of this woman-
At the demand for such a solidified military presence...
Boundlessly severe and cruel human testing developed.
Perhaps, in the initial event, her magical power surged out of control,
unintentionally causing the "Astral Impact".
The awe-inspiring magical shockwave extensively, as well as in mass,
bestowed the blessing of Planar Manipulation Sorcery in young girls.
Soon, the forms of girls harnessing magical power became visible in large quantities.
Because of that beautiful fighting figure, they were called,
"Vanguard Princesses", inspiring the elite soldiers.
One year after, around the time the war also faced its end
following the Astral Impact, a thought to be missing little girl
reincarnated as "Executive Overseer" to the destruction of mankind.
And so, the created-to-lead Vanguard Princesses's battle engulfed the world...

Hey need a little help if anyone would be so kind..
I got the game running with no problem but for some reason I can't get the directions to work once the fight starts.. I can navigate the menus and character selections with no problem, but like I said once the round starts I can't move.. I can kick and punch and stuff, but no movement.. weird..
Also what controllers work with this? Would a 360 fight pad work?

Are you using the number pad keys? Try using the directional arrows. Otherwise, you can change the key layout in the Option->Keyboard menu at the top of the screen.
Any mappable pad should work, as long as you can use it for key input. There are tools to do so with 360 pads available for download.
Try to change the key config in option.
...if that no even giong to work,try to get another game.ini from other people.

No idea what I'm doing wrong still though. I plugged in the 360 controller and now for some strange reason the keyboard inputs for directions work, but now the action buttons only work on the controller..
I guess i'll just work on it some more..
*Alright I finally got it working, but then if I go to the options menu at any time it goes back to mapping the controls to the keyboard and the controller at the same time..
Other than that though, the game seems pretty cool..

....If you don't count those *cough* sticker *cough* or impossible to notice 1 frame stuff.
R15 is fine for this game,i guess.
Haha, yeah. Well, This game is no more explicit than Arcana Heart and that was 12 and up. No way it could be rated higher than the typical CERO B, if it were a retail game.
Also I want to know what is this "Liberty arts" that they mention in the guide? It says you can sacrifice meter to perform an upgraded, unblockable attack.
Also I don't remember Arcana heart having exposed nipples or vagina stickers.
That's just what the manual says. Don't blame me. His website says he'll be releasing a new update very soon.
Liberty Arts are found at the bottom section of the Special Attacks inputs, they require a full meter to use. It's essentially a Super.
I'm looking forward to an update actually. I wonder if there will be any character changes too.
Also none of those 'liberty arts' seem to be unblockable as advertised.
Again, it's just what it says in the manual. The exact terminology used is "certain hit". It may be outdated.

It'll make it easier to experiment with the boss assist too.
I've concluded that the boss assist is really powerful. She has high-stun attacks that deal a lot of damage and go full screen but she uses a lot of loli meter just like the mecha girl. the biggest deal about her is that her butterflies can be used to perform really insane pressure, especially with characters who have the loli guage fill faster.
OK, Vampire Savior didn't have a nipple slip shot in any of it's animations but the rest of the stuffs on the same level, and I think that was also "for all ages" JP wise.
And yeah loli boss assist is VERY powerful, daggers can cause really big lock down, and her forward call ( Maaya does a high kick, Kaaya does an arm drop ) is just...OUCH...Sure you can't combo much after it, but god dang you can sure end one with nice amounts of hurt.
...Her other assist though ( Kaaya does a forward punch, Maaya does a side tackle ) I'm not too sure about...Other then using it to get yourself out of something it's not very good to combo with ( Kaaya's punch is a knock down if it connects in any way ).

I'm surprised no one pointed out the nipple slips in GGXX (I-No) and Groove on Fight (Solis). And how about Oro's penis in SFIII?
Luna's maebari and Hilda assist's lack of panties may be cause for concern, however...
Not too sure on Groove on Fight, but I checked I-No before and nope, not a single nipple slip to speak of...IMPLIED yes, but otherwise she's a barbie doll...unless I missed an attack cell or something...But I'm doubting that.
...and oh god now I really don't want to go looking at Oro's sprites ( then again only sprites I ever ripped from SF3 was Elena anyway so meh. )...

Seems that Yui's the only main character without some sort of pantyshot. Even Haruka and Saki show their undies at some point. Natalia and Hilda only wear panties, so that's obvious. And Luna, well...
Yui's actually a really fun character to use. She feels solid as hell due to the way she controls space with her range and petal projectiles. This is conflicting with my principles because I usually hate main characters.
OK, I stand humbly corrected.
Strange I never caught it before though...
Also: Yui rocks hard even with herself lacking in the fan service. One of the few characters in the game I feel safe enough to jump in with just because he's got huge reach with that sword. Add to her interesting projectile game and you got quite the character...
....and 45% HP super attack helps by a freaking ton...

Yea I remember the nip slips in groove on fighter. Its when Solis does a 44. But thats not why I use characters like that!!!
I was wondering if other characters have special effects in this game. Sort of like Luna's speed shot, because I remember when using eri gainst the cpu, I saw something about a bonus pop up at times. (need to double check what it says again).
