Critieria for combos to muscle memory

When training and working on learning a combo, how do you know when it’s been committed to muscle memory? When do you feel comfortable to say that you’ve learned this combo and now it’s time to go on to the next one? How do you (or should you) test yourself? I normally just see if I can do a combo at least 80% (by performing it 16 out of 20 times) of the time. Is this an efficient/good way?
