My question is "does this method make the ps3 era rap series joysticks being possible to use xinput?

No, only the new ones you posted that have a switch for PC, anyway if your PC detects your arcade stick then 99% chance games work that don’t support xinput with simple programs like x360ce(How I got 3 of my sticks working on PC SFV beta)
