How does this work? If player A’s throw is active during the startup of Player B’s Jump (before they’re airborn) will the throw connect or will Player B jump away?
Oh I should probably mention, this would be for the Street Fighter series, mainly SF4.
Prejump frames are invulnerable to throws iirc. So if you try to throw someone as they are trying to jump you’ll whiff your throw.

As mentioned before you can’t throw someone if they are trying to jump however people cannot jump out of meaty attacks(attacks where the hit frames are active on the frames when someone wakes-up). So do those and get a free combo if you expect someone to jump away from your throw.

To add on to that, you can’t jump from a throw if you whiffed a move in the air.
that’s because you’ll have recovery frames landing from an air attack, but landing from an empty jump you have 0 frames of recovery and can just jump eh?

Whether you do an attack or not, you cannot jump again for 4 frames. You can however tech throws. Here’s the details.
When you land from a jump attack you can ONLY:
Frames 1-2: tech throws
Frames 3-4: block, tech throws
When you land from an empty jump you can ONLY:
Frames 1-4: anything except movement options like walking, dashing, or jumping
