USB problems in Windows 7

Is there any way to trouble shoot USB ports?

My stick+converter used to work fine before but now all of a sudden it wont recognise anything but a few inputs.

Its the same on all ports

Tried reinstalling the converter drivers but no luck.

This easiest way to test this is to find another USB device and see if the device is recognized when you plug it into that port. This might sound simple, but if your keyboard/mouse get recognized in every USB port, then you can narrow down the problem greatly. It sounds like you have already tested the controller in multiple ports, so this is the next logical step.

Ensure that both stick and converter are firmly connected. Sometimes this gets the best of even the most meticulous of us. Yesterday one of my controllers only had one button that responded, and after finally tearing my hair out for half an hour I noticed it was just a tiny bit loose, snapped it in fully, and solved my problem.

Finally, you can try messing around in device manager to fix the issues that you have. Basically you can enable/reenable, look for updates, or run the troubleshooting diagnostic for problems within there. A more thorough explanation of the whole thing can be found here.

If none of that works, resetting the CMOS, updating your BIOS, and reinstalling windows are about the only things left. That or your device is the culprit.
